Foreman

Definition

Administrative, supervisory and manual work in the planning, operation, and maintenance of parks, recreation and cemetery areas; all other related work, as required.

Supervision

Works under the general direction of the Director of Parks, Recreation, and Cemetery. Performs responsible duties following departmental rules, regulations and policies, requiring the ability to plan and perform operations to complete assigned tasks according to a prescribed time schedule; performance of duties requires independent judgment in establishing procedures and directing subordinates; policy and budgetary matters are referred to the Director.

Supervisory Responsibilities

Supervises full-time and part-time/seasonal employees.

Work Environment

Most work is performed outdoors, with exposure to adverse weather conditions, loud noise and hazards associated with heavy equipment and toxic or caustic chemicals; some work is performed in the office. The workload is subject to seasonal, weather-related and other fluctuations. The employee is regularly required to work on weekends and responds to emergency situations.

The employee operates standard office equipment and a wide variety of equipment, including power, pneumatic and hand tools, various classes of motor vehicles, welding tools and various special and heavy construction and maintenance equipment.

The employee has regular contact with the general public, sometimes under stressful conditions, and other town departments, vendors, contractors, funeral directors, and community groups to obtain and provide information. Contact is in person or by telephone and requires discretion and resourcefulness to achieve desired objectives.

The employee has access to collective bargaining negotiations, bid documents, and confidential cemetery records.

Errors are immediately detected but could result in delay of services, damage to equipment, monetary loss, injury to self and to others, and have legal repercussions.

Essential Duties and Responsibilities
The essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.

Responsible for the daily operation of municipal parks & recreation areas and cemeteries.

Supervises work crew and participates in the maintenance of structures, grounds and equipment, including landscaping work, snow plowing and general maintenance; schedules work assignments; maintains records related to maintenance.

Trains personnel; enforces safety regulations and monitors work performance; requisitions supplies and equipment.

Performs inspections of facilities; schedules emergency repairs and regular maintenance.

Responsible for the sale of cemetery lots; maintains complete and accurate records of sales and interments.

Lays out graves and lots; sets up new sections by measuring and installing metal corner bounds for each lot; creates maps of sections.

Locates, prepares and digs graves; operates backhoe/loader; directs work crews; locates foundations for headstones.

Supervises work crew and participates in the maintenance of the cemetery, including landscaping work, snow plowing and general maintenance; schedules work assignments; maintains records related to maintenance.

Lays out water lines and installs faucets and storm drains.

Maintains equipment and vehicles; ensures that tools and equipment are properly serviced and maintained; orders necessary parts and schedules repairs.

Attends professional seminars and workshops.

Performs similar or related work as required, or as situation dictates.

Recommended Minimum Qualifications

Education and Experience
High school diploma; technical training in equipment and grounds maintenance; five years of experience in landscaping, turf management, or a related field; supervisory experience; or an equivalent combination of education and experience. Experience with cemetery operations preferred.

Additional Requirements

Valid Massachusetts Class B CDL
Valid Massachusetts Hoisting Engineer's license, Class 2B
Valid Pesticide Applicator license
CORI Certified

Knowledge, Ability and Skill

Considerable knowledge of the methods, materials, equipment and tools used in the maintenance of parks and playing fields. Knowledge of landscaping and turf management methods, techniques and materials and pesticide application and storage.

Ability to guide, direct and motivate assigned employees. Ability to communicate effectively, verbally and in writing. Ability to conduct soil analysis.

Considerable knowledge of the methods, materials, equipment and tools used in the maintenance of cemeteries. Knowledge of landscaping methods, techniques and materials.

Familiarity with state and local laws and bylaws affecting cemetery operations and ownership of cemetery plots.

Ability to interact tactfully and sympathetically with people in emotionally stressful situations.

Ability to operate and maintain various equipment used in cemetery & park maintenance and repair.

Skill in the operation and repair of all required tools and equipment. Record keeping skills. Supervisory skills. Customer service skills.

Physical Requirements

Moderate to strenuous physical effort is required to perform duties. The employee is frequently required to stand, walk, speak and hear, use hands to operate equipment, reach, stoop, and climb. The employee is required to lift, move, and/or push equipment weighing up to 100 pounds. Vision requirements include the ability to read routine and complex documents, use a computer and operate motor vehicles and other equipment.

Salary Range: $41,000 to $48,000.
